[Mercenary Elite Division of Unmatched Skill and Abilities]
A politically neutral, well-financed PMC who hires mercenaries ("operators") to hunt down survivalists, cultists or any other target their clients can afford to put a hit on.

Though MEDUSA has high standards for their operators, they have extremely lax rules around violence and other crimes.
As long as operators complete their contracts, the PMC turns a blind eye to misbehaviours like looting or infighting.

Mercenaries who work for MEDUSA are considered the best of the best, the deadliest killers in the wasteland.MEDUSA employs both men and women, though men still outnumber women roughly 8:1.A MEDUSA mercenary may fight in any style and use any weapon, so long as they are effective in their duties.They are expected to keep fit and train on a near daily basis. In exchange they are well compensated for their services and are housed on-site on one of MEDUSA's 3 bases scattered across the continent.MEDUSA has access to technology comparable to the RSOA. They have a limited number of aircraft such as small planes or helicopters, and a small fleet of ships at their coastal base.

MEDUSA was founded when the leader of a group of militant survivalists saw there was profit to be made in offering protection and services to those too weak to protect themselves.Ultimately the company grew from offering bodyguarding and security services to local communes to providing services for larger factions like the RSOA or even international projects who seek to get a foothold in the post-apocalyptic US.MEDUSA now has a bad reputation amongst survivalists due to doing the RSOA's "dirty work".MEDUSA will accept any contract, provided the price is right. They have no loyalty to anyone but themselves - and even that can be bought.

Born to survivalists who were amongst the first to join the RSOA, Cooper was mostly raised within the walls of the RSOA's capital city, First Light.He grew up believing in the RSOA's propaganda that the wasteland was full of murderers and that the RSOA only had the people's best interests at heart. Cooper joined the RSOA Armed Forces at 16 and eventually rose to become a Captain in his late 20s. Cooper remained steadfastly loyal to the RSOA, executing its will across the wasteland for many years.
At 38 he was assigned a "Stress Reliever" - who he became unusually attached to, causing the first seeds of doubt about the RSOA's practices to grow in his mind.Eventually, Cooper fled the RSOA with his SR, wanting to escape the regime, though he still struggles to fully accept that the RSOA was responsible for many atrocities.

Fjǫlnir's mother was an Icelandic woman who escaped the RSOA's repopulation program and gave birth in an abandoned hospital in the wasteland with the help of a Roach doctor.From birth Fjǫlnir's delusional mother told him that he was the only true son of the RSOA's president, Adrien Ember, and that it was Fjǫlnir's birthright and destiny to one day rule the wasteland.Fjǫlnir originally applied to join the RSOA at 18, expecting to be welcomed with open arms as their future leader but was instead ridiculed.Furious, Fjǫlnir joined a bandit company instead, where he rapidly earned a reputation as a ruthless killer known for specifically targeting RSOA soldiers and supply lines.Fjǫlnir was eventually recruited by MEDUSA. He leads Hydra squad, an elite squad of mercenaries composed of himself and the siblings Huginn and Muninn Volonov.
There is no proof that Fjǫlnir is at all related to President Adrien Ember, despite his mother's claims.Fjǫlnir still believes it is his destiny to rule the wasteland as its rightful king, and he will become enraged if this belief is questioned. Even mentioning the RSOA can anger him.

Born into the RSOA, Otto had difficulty adhering to the strict military regime and deserted at age 15. He was bought back by one of the dog handlers and severely punished.He deserted again, successfully, at 18, joining MEDUSA and donning a gas mask so he could not be identified by RSOA soldiers.
Otto is considered by most other MEDUSA mercenaries to be a reckless, impulsive idiot.He is actually quite intelligent, particularly in regards to chemistry and mechanical things, however, he is easily distracted and tends to act first and think later.
Otto 'secretly' keeps a mutated miniature wasteland boar named Peaches in his quarters.Few mercenaries are aware of the existence of Peaches - as nobody goes into Otto's rooms due to the explosives he leaves lying around - and thus believe the squealing and oinking noises are produced by Otto, adding to his unpopularity.Otto will only remove his gas mask in private.
Otto is friendly to everyone except for RSOA soldiers, and will easily grow attached to anyone who shows interest in his explosives work.

Survivalists ("Roaches") can be found throughout the wasteland, in bunkers, nomadic packs or even small towns.Quality of life varies from group to group, but to have made it this far most survivalists tend to be capable of self-defense.Most Roaches distrust/hate the RSOA and have had negative encounters with its soldiers (or MEDUSA acting in the RSOA's stead)Some larger communities, however, may have deals arranged with the RSOA in order to be left in peace or provided with resources. These deals may involve trade, particularly of fertile women, as is the case with the Lost Souls commune.

Jesse joined the RSOA as a child with the rest of his family when they arrived as survivalist refugees.When he was 16 he was enlisted into the RSOA Armed Forces and never saw his parents again.Though initially dedicated to the RSOA and believing the propaganda, Jesse became increasingly disturbed by the things he was being ordered to do.On his first mission out into the wasteland, Jesse was ordered to kill an entire family of survivalists ("Roaches"), and when he refused, he was told that it was the Roaches or him.This event traumatised Jesse and he quickly lost faith in the RSOA, eventually escaping to try and survive on his own in the wasteland.He is now on the run from the RSOA who is hunting him down for defecting.
Jesse is heavily influenced by RSOA propaganda still. For example, he believes that other survivalists are untrustworthy.Jesse has never spoken to a woman before, aside from his mother when he was a child.
Jesse is fascinated by the world before the apocalypse ("the old world") and collects media that shows the old world.

Very little is known about Ash's past, other than that he was originally from Germany and that he was once a doctor in the RSOA.He has no known friends or family. Originally a product of the RSOA repopulation program, Ten was stolen by the Exaltant Souls as a child.He was raised in the cult but never truly believed in the religion, ultimately only playing the part in order to engage in the blood rituals and sacrifices, which Ten enjoyed immensely.In his late twenties, Ten bored of taking orders from the cult's leader and left the Exaltant Souls, taking some of his closest allies with him, to form a new faction - the Lost Souls, a group of bandits who survive by stealing from others.
Ten rules the Lost Souls with an iron fist, claiming the best spoils for himself and eliminating any dissenters or competition ruthlessly.

Born from the Icelandic repopulation program designed to repopulate the earth as quickly as possible, Ragnar and his younger brother Steinn grew up in Iceland but were separated as teenagers and sold to the RSOA.Ragnar became a soldier, whilst Steinn was made to join the SR program.
Ragnar served in the RSOA Armed Forces until he was 24, when he by chance encountered his brother, who was now near-death and deeply traumatised.Ragnar rescued Steinn and escaped the RSOA.
They have been surviving the wasteland together since then, though at one point the brothers were taken in by a old world revivalist group who greatly influenced Ragnar's beliefs, largely due to their open rebellion against the RSOA.Five years later, Ragnar now leads The Old Worlders, and has a large bounty on his head due to his many acts of rebellion against the RSOA such as attacking supply chains or killing RSOA soldiers.

Devon was born from the Icelandic artificial reproduction program. He never knew his parents [or if he even had any], though he was close with some of the other children he trained with. At age 12, he was sent to the US as part of a group being sold on to the RSOA to be soldiers.Devon had a relatively unremarkable life within the RSOA, though he was uncomfortable with many of its policies, particularly the reproduction program.At 22, Devon was assisting with a supply convoy when it was attacked by raiders. He was shot and left for dead, but a day later he was found by a cultist belonging to the Exaltant Souls who brought Devon back to their camp to either be initiated into the cult or “reborn” as a sacrifice.Devon was ultimately forcibly tattooed and prepared for sacrifice, when a captured bear intended to be used for the ritual escaped, knocking over torches and setting the camp on fire. Devon was caught in the flames and severely burned on one side but escaped the chaos alive.
By pure chance, he found the bear injured but alive nearby, and decided to try to save it as thanks for ‘rescuing’ Devon from his fate as a human sacrifice. The pair slowly recovered together, building an unusual bond of trust based on mutual survival.Devon named the bear “Týr” and the two have been companions ever since.

Nineteen was once a Roach (survivalist) making a living as a vicious raider, known for his fits of brutality and rage. At this time, he kept a harem of women he kidnapped from other survivalists or occasionally, RSOA runaways.He was brought into the Exalted Souls by Seven at the brink of death after one of his harem stabbed him, and became a devout follower, rapidly ascending the ranks until he became high priest.

Twelve, formerly Jon Cobalt, was an RSOA soldier who defected when his younger sister was forcefully enlisted into the RSOA breeding program.
He tried to rescue his sister at some point, but she was shot and killed by Jon's comrades in the attempt.
Traumatised by the experience, Jon wandered the wasteland until he was eventually captured by the Exaltant Souls and over time became a true believer, claiming the name "Twelve".
He is loyal to Seven, but not over his own faith.
Twelve is high ranking cultist in The Exalted Souls. He does not believe that you are actually an angel, despite what their prophet claims, and thus distrusts you. Twelve is a true believer of his cult's beliefs, and will not tolerate heresy.
